The way I see it, there is a combination of factors here.
The first is the utter scum carrying out these abuses. They need to be outed, prosecuted, jailed. No ifs, no buts.
Then there's the 'culture' angle. Child abuse isn't part of their culture, but the inability to meet, interact with and form relationships with women certainly is. We would certainly feel highly frustrated with such a situation, these Asians probably feel likewise. They appear to be taking the easy way out by searching for potential 'easy' victims. They must learn differently, via example of punishment and shame.
Finally, no blame can be attached to the victims. Mostly vulnerable, easily influenced, underachieving young girls, often in the care system, without proper parental guidance and protection. These kids should be targeted, educated, properly looked after and given proper chances in life.
The cycle needs to be well and truly broken, via each and every method available.
