If that Dawkins quote proves to be true, proves to be the default set at the beginning of the universe where everything that followed is just a random collection of events and coincidences culminating in sentient life arising on this planet at least, then is it any wonder that someone invented 'religion' as way of trying to curtail mankind's most base and vile excesses?
You see without a faith or belief in some form divine retribution or punishment for those excesses, then the entire human race would have enacted it's most foul thoughts and designs everyday without feeling or remorse millennia ago, which would have most likely ended our short existence.
I believe there was a very good reason for the inception of religion for exactly those reasons, the men or women who first thought and then established these religions were great forward thinkers, seeing what the world would be like without a 'control setting' to counteract mankind's base instincts.
It's a big statement but I believe it's true, religion created civilisation, gave us what we all have now. The question for us these days though is, do we consider ourselves 'civilised' enough to do without religion?
