Yes, it certainly CAN be a symbol... but without the philosophy and doctrine which underpins it, the symbol itself should be considered to be perfectly innocuous.
As you well know, the swastika motif is present in Hindu and Buddhist iconography - as well as some other religions. Its misuse by the Nazis does not re-define its significance to those faiths which identify with it.
