First thing you do with people who impersonate police officers is ask, name, rank and serial number! If the person is able to validate their identity contact HQ and varify the information they provide. As well as reason of purpose for stopping you. If they fail to identify who they are phone the Police and have them arrest for impersonating Police Officers. You could also charge them with Modern Slavery Act and terrorism offences.
