Ivanka is not supposed to be using her private email for government businesses, unless she has some extenuating circumstance. Then she is supposed to save those. It's not unheard of for folks to do use private emails accounts for government businesses, but it's frowned upon

What is unusual is to set up your own private server and to conduct all of your government business on that account.
