Apparently he was an extremely clever and manipulative piece of shit who not only coerced and groomed the boys but fooled the boys families totally too, so I'm guessing he had everyone fooled even those at the clubs.

Young football crazy lads being praised and given attention by a top football coach, it's easy to see how too. Just a few years away from what might become a glittering pro-football career earning money beyond their wildest dreams. And Bennell was the key to their possible future success. I guess when he asked boys to stay at his house for sleepovers it would be difficult for any parent to refuse, after all Bennell had even shared meals with some parents in their own homes. Effectively he'd even groomed them!

I think more is yet to come out though as i can't see how the hierarchy within the clubs could be totally oblivious. The problem is sorting out exactly who knew and who genuinely didn't and that won't be easy.
