Apparently the quote is from a book, "Thy Kingdom Come : How the Religious Right Distorts Faith and Threatens America" (2007) written by Randall Balmer evangelical christian and historian of American religion who questions how evangelical Christianity has become so entrenched in partisan politics.

get rid of all the capitalist countries and there is no one left to give to the starving socialist anarchists.
the slavery starts when socialism creeps into a capitalist society...like it fights to do esp in europe but now in the usa somewhat.

I got it the wrong way round. Billy Graham said it during what appears to have been one of his crusades in 1981 and Balmer cited it in his book which was first published June 2006.
