what is normally tax day in uk????

Every day is Tax Day under the Tories.

Though where it actually goes is anyone's guess.

Roads more holes than tarmac, NHS desperately underfunded, Services slashed.

You may want to look up the 100s of billions that the pension system is underfunded.But that would require a bit of work on your part.
That supposed 19 billion in surplus will go to paying those unpaid for pensions and the result will further increased pay outs for the pensions
that the state cannot afford. As usual the payouts to facilities taking care of the disabled...and basic services to communities will be grossly underfunded.

And within the state the local municipalities are also in big trouble. Even the city of Los Angeles is considering bankruptcy because of massive bureaucratic overspending.
In one city near me(Vallejo CA) you have to have evidence of blood shooting out of arteries before the police will even respond.That is because the city was paying out the majority of its tax intake paying out pensions..leaving practically nothing for essential services.

CA gets away with smoke and mirrors crap because of its huge economy. They can put off and put off. But eventually you have to pay the piper.
