Are you referring to the 'trickle down economy' lauded by Reagan all those years ago, and derided as idiotic ever since by all sane politicians ?

It amounted to "give us, the rich, even more money and we will employ more poor people"

We did, they didn't, they kept the money and the idea was quietly dropped.

Trickle down economics was proved to be hogwash a longtime back.
Ican take it back even further though.
Back to when Britain had the most fabulously wealthy empire the world had ever seen.
The wealthy were building palaces with thousands of acres of hunting grounds.
Huge mills and ships and ports.
Jobs were created but did they provide any wealth?
No.
The people were forced to live in back to backs and basements.
One toilet per twelve houses one water tap per twelve houses.
Tied cottages.
Tied shops.
Peasant wages dire conditions no health no education.
People had to fight long and hard and at great risk to themselves to get anything from the wealth they were creating.
Holidays shorter working weeks sickness benefits and on and on and on had to be torn from the cold hands of greed by what came to be the Labour movement.
If those at the top see anything trickling down they'll see they have sprung a leek and do everything to plug it.
Problems changed after the second world war because the men returning said never again.
Never again would they fight for the wealthiest to preserve even strengthen their positions.
Never again would they fight against tanks and aircraft fitted with Ford engines invested through Wall st.
We were on the verge of a communist revolution so something had to be done.
Mass house building of good quality even free at point health services but another problem rapidly arose.
We were entering the consumer age and people would need money to take part to make the wealthy wealthier.
The money started flowing but by the seventies it was to much to bare so instead of money credit became available.
Debt will keep them in their place.
Now we are entering another phase which is throwing up another problem to do with money not trickling down.
AI has started replacing people at an alarming and accelerating pace.
The idea now is to give people money for doing nothing!
Shock horror studies show that America and the U.K will be the hardest places to implement such a thing.
But no money means no consuming means no wealth creation for the wealthiest.
Capitalism and socialism seem to be unable to tackle the new situation but socialism will be our only hope for what should be obvious reasons.
