Most train cancellations are out of direct control of the government/councils, but due to union strikes, signal failures, bad train management or lack of rolling stock, failed trains, broken rails (which I believe these days are pretty rare thankfully, due the New Measurement Train/Flying Banana) and general line delays accumulating. The NMT is the equivalent of police force vehicle practice, where things are repaired/replaced before they need replacing, because we obviously don't want another Hatfield again. Boring bit in spoilers.
On the fast line between Mill Hill Broadway and Hendon the high speed trains used to sway slightly from side to side, a derailment waiting to happen IMO. It was getting to the point where I was going to file a report with Network Rail. Thankfully in the meantime it's been fixed. It's a bit like a train tilting when it isn't supposed to do so.
