They own the land. The land was considered worthless so the county left them and their odd houses and lifestyles alone. Now someone sees some value in that land and those folks will be harrassed until they sell and move. Or build structures and adapt lifestyles that the county approves of.

The technical term is adverse possession. Squatters rights is the informal name.
They own their land. But if a government entity says you must spend 100K to being your property up to a new code, that never existed, they can be fined for non compliance. Eventually, the government can take your land if you don't comply and or pay the fine.
This is where these people are now. They are being harassed for living on their own land, in a manner they have for decades. No doubt, the county has plans for this land that will result in a great deal more tax revenue for the county. There could be a city trying to annex this land too, and they will want these people gone.
