If you look at Iran, North Korea and Syria you'll see that the trappings of a democratic system that held the leader accountable under the law are there.
In Iran the Supreme Leader can be called to account by the equivalent of the senate - Called the Assembly of Experts and the equivalent of the House of Representatives - called Majlis. But it will never happen.
In North Korea the Dear Leader can be called to account by the Supreme People's Assemby - their equivalent of a Senate - but it will never happen.
In Syria there's a multiparty system, a Constitution, a Supreme Court - all the trappings of a free society but without any of that annoying freedom bit where the people get to elect the person who governs them and the Judiciary and the legislature hold that leader to account for his actions.
