That's beyond believe. What kind of vile "human" can leave that poor creature tied up to die a cruel death? How easy would it have been to at least untie him so he can save himself? What was that dog doing outside tied to the tree in the first place in all that heavy rain? Rotten to the core bastards.

Thankfully that dog was rescued, but how many more are being abandoned like that?

Maybe, when the worst of this disaster is over, the owners of any abandoned dogs that are microchipped can be traced and prosecuted. I hope so.

...on a more positive note, I've been watching many of the people being rescued amid that swirling deluge of water, holding on very tightly to their children - and their pets!
