Surely the laws of physics say the more engines and fuel you use to create thust and escape Earth's gravity, the heavier the payload you can carry.
As far as the cost goes, he may have done it cheaper but thats because he's in overall control and it's his money. NASA is just like any other government sponsored organisation, it's easy to spend other peoples money.
