Looks like a reflection in the lens to me. Pretty common, and it's at a typical angle from the central bright light source. It seems to be behind some cloud and so actually in the pic, but again that's not an unusual effect with reflections.

But you're right, I didn't explain it correctly. The reflected sun is a more muted image of the actual sun and so allows you to see the cloud in front of it, which you can't see in the actual sun because it's blown out. Be interesting to know if measurer used a filter over the lens, as (according to the link) that can create these reflections, as can taking the pic through a window.
