Unfortunately, from a new generation of smokers. I see kids in uniform puffing away on a daily basis. Thank God, none of mine smoke. (I hope).

Income tax I'd imagine, so non smokers as well as smokers will be footing the bill.

The intention is to always travel light, but even then it adds up.
