We’ve had a break from the constant downpour the last couple of days, even sunny now. So I’m painting my bathroom ceiling, well I’ve done the first coat. Letting my neck recover before the next one.

If the weather is too cold to open the windows, the paint won't dry - it tells you on the tin.
And in any case, painting without any outside ventilation would cause the fumes to build up dangerously.

Even with just wallpapering, where there are no fumes to worry about, you do need a nice warm breeze, for best results.
I would not dream of doing either if it wasn't a warm sunny day.
