And to do that, like crumple zones on cars, a weakness has to be built in to the structure to deform. How do these built in weaknesses pass inspection/building regs?

How would you build a skyscraper? A big part of the contract includes the chance of the thing falling down.

So if the building fails without warning and to avoid people being killed in the streets everyone inside these buildings are collateral damage as the floors pancake on top of each other?
