I think it's more the elite can see ordinary people are getting increasingly angry about poor living standards, huge inequality, the inability to get on the housing ladder and so on and have decided it would be safer to separate themselves away from the plebs.

The idea that they may wish to share or redistribute some of their enormous wealth through increased wages or something similar instead doesn't seem to be on the cards though.
