It's probably a misunderstanding about the national speed limit which is 60 mph for domestic cars but 10 mph less(not fewer) for commercial vehicles. I belt along NSL roads at a reasonable speed in the van but proceed with extreme caution down narrow lanes. Cyclists are just another hazard that a safe driver takes time and consideration to negotiate past.
