It's possible he uploaded it years ago on Flickr or something and it's since been copied a few times. He probably has it on his hard drive and decided to upload it again for DS to have a butchers.

EXIF data usually has dates and times as well as GPS...

Only if the camera has that capability. This pic has no GPS data, but even if it did I wasn't about to pinpoint his house for everyone
