According to my book this technology has been around above 40 years. It isn't new.

I have been reading about various experiments that they did to control the subjects including making cats affraid of mice, and controlling the limbs of bulls whilst in the ring with a radio controlled device.

Certain kinds of weak electro magnetic signals work exactly like drugs. So the promise is that anything you can do with drugs you can do with the right electromagnetic signals.
