In that exact scenario they do
to turn number 3 has to cross the path of no1 - go past then turn, whereas number 1 turns when they are in line with number 3, so following the exact rules of the road, number 1 has the edge
in reality of course they'd all either push through, or all sit there forever

Of course. They are al on the wrong side of the road! And every single morning pulling out of my street I wish to god 1 had priority over 3 and some fuck would just let me out.
