What about the 30% who didn't win their appeal? I presume money was spent on them as well.

It amounts to a 70% failure rate, so effectively £70m wasted. The other 30% presumably were advised that they had valid cases too - reasons for their failure are not known, but many will have been on technicalities.
A vast majority of people are happy with their assessments, and only a very small proportion of all ESA and PIP decisions are overturned at appeal - just 4% for PIP and 5% for ESA.
