Probably, but one day soon it's not going to happen the way we expect because too many unstable people are getting involved.

Russia has made a statement denying any knowledge or complicity in the nerve agent attack and have demanded that the British government supply them with samples of the poison.

A delay tactic, but at the same time it's not a completely unreasonable request. On the very slim chance this was not sanctioned by Putin they will want to be able to identify the source. However, even if it were true that it was some rogue agent acting alone, Putin wouldn't admit it publicly because it would him look weak. So whether we give them a sample or not, there will only be denials from Moscow.

Financial retaliations are not really a good idea when you're desperately seeking new trading partners and few are the slightest bit interested all ready and prefer to seek trade agreements with the much bigger shop next door called the EU.

I think May can request the FA pull out of the WC, but they don't have to comply, and it would be their decision. We'd probably just be replaced by Italy though, and not too many people on the world stage would notice that much or give a shit either way.

The threat of Princes Harry and William boycotting it will hardly have Vlad shaking in his boots either.
