They just happened to be in power when the widespread use of computers came to the fore and made borrowing (creating) money so much easier. It was a tech boom but underlying was the same privatisation, private provision, off shoring, reducing labour costs, increasing house prices and low tax for the few policies.

Thatcher wasn't a traditional Tory either, certainly not economically, but it didn't happen on her watch, she kept immigration down and understood how important it was for young people to be able to buy their own homes and become properly invested in society.
