Too slowly being the main point there.
Driving too slowly can be as dangerous as driving too fast.
Too slowly usually means for people that want to drive too fast.
Sections of the road near here have a 20 mph speed limit clearly marked on the road, but many people don't adhere to it.
Whatever speed limit you set, many will drive at least 10 mph faster using the inaccurate speedometer get out clause if they get caught.
Now with sat nav warning one of speed cameras, many people deliberately speed up in the safe zones in order to make up time.
Speed kills. It's as simple as that.
Train drivers have to keep to speed limits and definitively not do a SPAD as they will risk losing their jobs, let alone potentially hundreds of lives. IMO, the rules should be tighter for people driving road vehicles. Every day I take my life into my hands crossing roads, as many vehicle drivers drive far too fast and are unpredictable.
