Sadly, Palestine is not recognized as a state by Israel, the United States, Switzerland, Canada, Japan, South Korea, Mexico, Australia, New Zealand, and most of the European Union, including the UK.
Javid can't make them citizens of a state that in UK eyes doesn't exist. Not a man for making good decisions, in fact right up there with Grayling at the moment.
