I know why Chris Grayling cancelled various electrification projects, citing bi-mode trains were sufficient and electrification was too disruptive. Most of western Europe begs to differ, notably France, Germany, Italy and Spain.
Bi-mode trains have their uses, but shouldn't be used as an excuse to cancel electrification projects.
Bi-mode trains have disadvantages over electric-only traction.
They are less energy efficient in diesel mode.
They are less environmentally friendly in diesel mode.
They have poorer acceleration in diesel mode.
They are more expensive to produce than electric-only trains, as they also have diesel engines, which also adds to the weight.
They are more expensive to maintain.
They are noisier than electric-only trains especially if there are underfloor engines.
Having said that the class 800s are pretty good in diesel mode regarding noise and acceleration, but still under par compared when in electric mode.
