Anyway, in the link Crilly asked Khan to blow his vest up but the latter said he was waiting for the police.

It is clear he'd thought this all out and wanted to kill as many as possible to cause terror and carnage as much as possible, and then to get what he wanted and that was death by cop.

You could say Khan orchestrated and ran the whole terror event to get the ending that he wanted.
